The data available in the VFDC Ver.C Command Lists include name, command, damage, hit level, reversal class, execution frames, guard, hit and counter (MC) hit frame difference, escape direction, and relevant notes. These Command Lists are based off the data in the Blue Book. Clickable column headings allow for sorting.

A preliminary <a target="_blank" href=http://virtuafighter.com/commands/index.php?chara=dural>Dural Command List</a> is now available on VFDC, under the VF4 section for the time being. Originally taken from Weekly Famitsu (2002/3/1), it's still lacking in damage values, reversal levels, and other data, so any help to fill those out would be greatly appreciated.
Does Dural warrant her own Character section? Or can all Dural related information live happily under the VF4 section? Please let me know in this thread.

Thanks to mao2 (from GameFAQs), with his permission I've taken his Rankings guide and given it the VFDC treatment. This should answer many questions to those not sure of how it all works, as well as serve as a useful reference for translating the Japanese characters used to denote the rank.

Long overdue, but I'm hoping they were worth the wait. The VF4 Command Lists have been given the VFDC treatment.
In the VF4 Character sections you'll find a link to the Command List. It has a database back-end which makes it possible to sort the moves by their properties. If a column heading is clickable it means you can sort in descending order by that column. Click it again for an ascending sort, or click on the name column to return to default view.
Once frame data becomes available it will be easy to view your character's attacks from the slowest to fastest, or even filter out moves recovering in under X frames, for example.
The command lists were based off the Perfect Guide and Mr. Bungle's General FAQ.
As usual, if you find any errors, please let me know. And finally, a big thankyou to Moby who helped me convert the ascii command lists! *phew* There's still a little polishing to do and the addition of a commands legend, so expect a minor update soon.
