    The gist of it:
Akira does a b,d+P+G throw on pai (stumbling trip)
Akira does ff,f+K (he probably does f,f,f+K... a dash into single jumping kick). This floats extra high after stumble throws, as it does in VF3. It's also a special followup to f+P+G in VF4.
Anyway, once pai is floating, the akira player must hold forward on the stick, then rapidly press
    [P],[K],[G]--[P],[K],[G]--[P],[K],[G] ...a total of 13 times.
This is like doing a punch-kick combo, cancelling the kick as early as possible by tapping guard, then immediately going into another P,K combo and repeating. By doing this you can do a punch and basically cancel all of the recovery of that punch. Doing the punches the normal way with just a rapid fire controller... I'd guess you'd get maybe five.

Anyway, after the final punch the akira player must press df, DF and hold it for a split second, then press P to get the yoho (uppercut) at the end. Holding for a split second prevents you from accidentally getting a df+P ground punch.

PS: This combo was made using a special machine that allows you to program inputs... not by a human. There are videos of a korean player who could do combos almost as insane as this without any cheats.
