Taka... ridiculous throw game 85 forward and 70+ back. then he has catch throw on top of that. 3p hit throw is meh though. there are better options. Idk, this is probably the "boring" answer though
Hit throws are basically canned combos so no need to ever include them. If Catch throws count Wolf best with Taka close 2nd. Goh, Aoi and DS Vanessa All have 70/60 throw games. Akira and Lion kinda do as well thought theirs are situational.
@MarlyJay i think hit throws should be counted in throw games. Mainly about dmg u get from it, how useful it is and situations to succed it. For ex wolf s hit throw which can be used as meaty which gives decent dmg for a meaty. Van os 2k+g half circ opposite side of 6_k which gives anti evade more than 90 dmg if success. Van ds 6p3k also the 3k gives decent dmg and track.
Yeah hit throw require a hit to land and Aoi's is -13 on block so not a throw at all. Catch throws I think are a fine inclusion and are justifiable throws.
I mean sarah has one too that works on block her FL 3K+G > P+G, but it's still a hit throw because the hit is required to land on guard, or without an opponent guarding. So guard crushing hit throws are still hit throws to me.
I have another pov if it requires p+g to be input then it is a throw even if p+g have to be input on active frame it s still a throw. I talk about the move once the hit is done blocked or not...
But well, yeah. if a throw is supposed to be a "remedy" against blocking or inactivity (though more the former) in the guessing (or yomi/predicting) game, then | hit + timed throw-input | is not really a throw, just a combo with a hold/grab-ish' flair as possible timed followup.

Kage s goh s and jeff s hit throw is a remedy of all u said like a throw. 2nd point u guys all talk about the move required for the throw but the throw is a choice once the move connects. The move can be evade blocked etc but the throw cannot be.
I see we can't agree on this & I wish I was in France so I could spam you offline and continue this argument in person! For now i'll just settle for being right ^_^
One of the things I put into my post is arguing Blaze over Goh and DS Vane.
Blaze can RO back with neutral and hcb throws (the latter when escaped will more than probably get you away from the edge too).
His hcf throw is pretty good at ROing forward and it's very safe when escaped, facing straight and a lot of space.
He's got multiple useful catch throws.
With a wall behind the opponents back 46P+G is pretty damn scary (well okay, I don't remember how much it hurts on HMW and up).
The only thing he is losing to Goh at least on is 5 damage on most powerful 4 throw, not a big deal.
Also, Aoi's 6P+G is pretty awesome.
