This could translate to: "I knew going in to the meeting that there were no WMDs... ever. If we could just suck it up and admit to that, maybe we could do some damage control and the world might like us a little better. I don't have the balls, though."

This whole WMD reeks of the little problem called "sometimes, you're just WRONG" (as much as I dislike assigning subjective value to things). You need to admit to it and move on (or just forget about it). The more you force your agenda, the worse it looks. As far as the global view of the US is concerned, people felt terrible for us when the Trade Center was destroyed - the ones that believed in "an eye for an eye" had no problems with us bombing the shit out of Afghanistan. After that (even if it had to go that far) it should've just stopped. Now, with Iraq, we're just invading imperialists... you're either with us or you're a fucking terrorist! Don't like it? We'll bomb your fucking country! We're bigger than you damn it! Bigger fist wins. And we're RIGHT. And you're WRONG. And GOD is on our side. And you have OIL. And we want to CONTROL the oil.
