Possible dumb question, then again... "Recovery C" What is it?

Couldnt find a place in the forum to ask questions. Figured this thread seems like a safe spot.
Here goes.

Context... Frame Data categories.
Example this one.

Between the categories of "Crouch C-Hit" and "Dodge Direction", there is one named "Recovery C".
I understand all categories but "Recovery C" im clueless.
What is it?

That's a very good question. My guess will be recovery counter hit, which is basically a punish. I wonder why the frame data for some attack should change in this case... Let's hear from some other folks about it, they may have some more insight

 

Looking at some other characters, yeah it does appear to be for Recovery Counter.
