Judging from some japanese sites -- in the arcade those items are Event Quest "100 win items". I think that means you have to have a 100 win streak. I don't know if it's the same for the PS2.

looks like its diffrent on the PS2...
I already got a 100 win streak in most amusement but did not got them. i even got the whole set of orb.

 

ya same I think there is some more rare items for insane streaks on VS. mode my friend got Kages Lizard tail that attaches to his helmet but I am not sure if that is a 100 win item. I think it is
