I'm missing one opponent, please help me out

Hi there. I'm HaOu rank with Wolf, but missing one opponent to complete the Player's list. He's a Special Character with the Teisei rank. His name begins on the letter O. He is between Ookami Toufu and Osu Akira at the players list. Ookami Toufu comes straight after O-Imo which is the first character beginning with the letter O. I've been trying to locate him at the four last arcades, but haven't been successful. If anyone knows which arcade he is hiding at then I would be very grateful if you could let me know. He doesn't have any emblems, just a normal character.

Don't worry. Managed to find him now. He was on the 3rd last arcade after winning 30 wins in a row. To my amazement it was Osu Akira again, but this time playing with his wicked Sarah instead. Amazing he had two characters in the game, hehe.
Finally 100% with Wolf now.
