I've finally been able to get it. It really requires great oki positioning. This is great tech to use when you drop combos with eileen :)
so it depends on the position the opponent is in when they hit the ground. SO where do I want my body to be when they're rising? To their feet ?

It's cuz the throw escape is happening during the evade. Anything after the successful evade is over will cause the tracking to activate.
